欧盟外交与安全政策高级代表卡拉斯表示，超过 10 个欧盟成员国愿意为黎巴嫩军队的顾问与训练任务贡献资源与人员。该任务旨在加强黎巴嫩武装力量，助其解除真主党武装，且不会取代联合国驻黎巴嫩临时部队（UNIFIL）。
