Swiss Finance Minister Karin Keller-Sutter criticised a parliamentary plan to soften UBS capital rules as pro-bank and anti-taxpayer, raising the possibility of a referendum on the proposal. The plan cuts the capital burden from about $20bn to $13bn by allowing cheaper AT1 debt.
