Following the 1986 Chernobyl disaster, AP journalists discovered 23 graves of early victims at Moscow's Mitinskoye Cemetery. Despite Soviet secrecy, the identical headstones of firefighters and pre-dug empty plots revealed the ongoing human toll of the nuclear catastrophe.
